METHODOLOGY
Threat Management is an open ended process. Any shift in priorities, or any change in external geo and socio-economic circumstances, must trigger revision of Threat Mitigation Plan. Monthly revisions are of paramount importance in maintaining and enhancing already installed Barriers.

Raw Intelligence>Source Validation>Threats Assessment>Threat Mitigation Plan>Revision
Internal Threat
(usually Disgruntled member of the Organisation with Knowledge and Capability to seriously disrupt Operations and inflict serious damage to Critical Assets)
External Threat
(usually Organisation or Group with Grudge and Agenda to create disruption and draw attention to their Cause)

Threat Actors Attributes
Developing Resilience of Threat Targets
Arriving at ALARP (As Low As Reasonable Practicable) Level in Threat Mitigation Management may be more costly, than ALARP Level in Risk Management Plan. Threat Actors Attributes cannot be as precise, as the ones placed in Risks Register. Therefore a Common Ground between OBLIVIA and PARANOIA must be reached. Barriers installed may be over resourced, hence more costly. Constant Vigilance and Threat Actors Surveillance is of paramount importance.
